1. What HT and LT mean in Singapore
In Singapore, "LT" (low tension) refers to low-voltage cables up to 1kV — typically 230V single-phase and 400V three-phase building services and distribution. "HT" (high tension) refers to high-voltage cables on the SP PowerGrid primary distribution network at 6.6kV, 11kV and 22kV. The terms HV and LV are used interchangeably with HT and LT in most Singapore site documentation.
2. Why the distinction matters for cable jointing
- Permit class: HT cable jointing requires a cable jointer holding an SP PowerGrid permit specifically for the relevant HV class. LT jointing can be done by qualified LV jointers.
- Joint kit cost & complexity: HT joint kits (Raychem, NKT, Pfisterer, 3M, Cellpack) include stress-control and screen reinstatement layers absent from LT kits.
- Installation conditions: HT joints require strict humidity and cleanliness control — typically tented and dehumidified.
- Closeout testing: LT joints close out with IR. HT joints additionally require VLF or Hi-Pot withstand testing per IEEE 400.2 before re-energising.
3. SP Group / SP PowerGrid requirements for cable jointers
To work on the Singapore HV distribution network, a cable jointer must hold the SP PowerGrid cable jointer permit. The permit is subject to yearly assessment and is issued per joint system — a jointer certified on Raychem heat-shrink, for example, is not automatically certified on NKT pre-moulded or Pfisterer plug-in connectors. Project specifications will typically require the contractor to evidence both the SP permit and the manufacturer certification for the specific joint kit being installed.
